According to the New York Times, this was a worker’s review of the digging style of the well-dressed Subway Commissioners: "I wouldn't give th' Commish'ners foive cents a day fer a digging job. They're too shtiff."

Baltimore City Council committee passes $15-an-hour minimum wage bill
Mar. 3, 2017 The Baltimore City Council’s labor committee voted Wednesday to advance a bill to raise the city’s minimum wage to $15 an hour by 2022 for many workers. The bill could go to the full council for a preliminary vote as early as Monday. A majority of the City Council members have said they back the bill.
